Job Description:

Title:             Program Manager, Office of Higher Education in Prison

Reports to:  Deputy Director, Office of Higher Education in Prison

Position Overview:
The Program Manager Is a full-time grant funded position that will further SUNY's goal of achieving fair and inclusive access to quality higher education for people who are currently and formerly incarcerated by providing support to campuses with Higher Education in Prison programs. In collaboration with the Deputy Director, the Program Manager will help campuses design, launch, expand, and enhance programs in correctional facility settings.

Currently, SUNY has 14 campuses working within 24 correctional facilities. However, with the reinstatement of Pell, SUNY is committed to expanding equal access to higher education in all 42 NYS correctional facilities. The OHEP Program Manager will work with campuses to build and expand quality programming inside correctional facilities that is student centered and is in compliance with SUNY, State, and Federal policies.  In addition to supporting campus programming, the Program Manager will work to manage OHEP's growing portfolio of statewide programs and initiatives.

Responsibilities:

Technical Assistance and Compliance:

  • Assist SUNY campus in the development and implementation of HEP program policies, procedures, and guidelines
  • Stay current on DOCCS, SUNY, and Financial Aid policies and regulations
  • Review state, accreditor, and federal Pell application materials and support campus in the timely submissions of those materials

Campus Program Development

  • Work with SUNY campuses to coordinate, plan, and implement new programs in prisons
  • Support campus administrators in program planning conversations with correctional facilities
  • Facilitate opportunities for collaboration with campus leadership, Admissions, Academic Affairs, Registrars, and Financial Aid Directors
  • Work to increase regional SUNY collaboration in programming in correctional facilities
  • Manage transitions in HEP programs including new collaborations, prison closure, and new site locations
  • Work with OHEP and SUNY team to develop transfer practices and processes specifically designed to support incarcerated students
  • Participate in site visits to prisons and campuses, as needed

OHEP Program Development

  • Work with Deputy director to develop and implement new programs and initiatives such as
  • OHEP Statewide Correctional Facility Speaker Series and Alumni Programs
  • OHEP Educational Justice for All Fellowship program for alumni in re-entry  
  • OHEP and Center for Professional Development collaboration to strengthen and support faculty and administrators in our SUNY HEP community of practice


Requirements:

Required Education/Qualifications:

  • Bachelor's Degree
  • 3+ years of work experience in higher education in prison or in a related field

Preferred Education/ Qualifications:

  • Master's degree
  • Strong knowledge of higher education
  • Familiarity with financial aid and transfer policy and processes
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse populations
  • Knowledge of financial aid, admissions, and transfer policies

The compensation for this role is between $75,000 to $80,000. The pay will depend on a variety of factors that may include but are not limited to experience, education, training, and certifications.
