Amend at the University of California, San Francisco: Program Manager

The Program Manager will be assigned a broad spectrum of analytical, management, curriculum support, and program development duties that will require knowledge and experience in the fields of criminal justice and/or public policy and/or public health. This role requires superb writing skills, organization, and professional communication. The successful administration of this work requires an ability to partner effectively with diverse stakeholders, including high-ranking appointed and elected government officials, correctional officers and their managers, and incarcerated people and their advocates. As a result, academic or applied grounding in social change movements and transformative justice, and/or deep knowledge of correctional systems work, and/or experience in training large groups and moderating small group discussions is also critical.

The Program Manager must be able to collaboratively develop and implement innovative interventions, design and conduct robust program evaluations, and work closely with Amend colleagues in Research and Communications to ensure that Amend’s impact is well-documented and broadly disseminated to advance reform beyond enrolled systems. The position requires leading the planning, coordination, and delivery of the program (including policy review and officer training) with multiple partnering correctional institutions, including primary responsibility for project reporting. In addition, the Program Manager will be expected to directly provide and facilitate technical assistance (with mentorship from Amend leadership) at all levels of implementation: with high-ranking administrators, institutional leadership, correctional staff, and incarcerated people at these sites.

This position requires travel to conduct in-person training at multiple correctional facilities. The Program Manager should expect to travel for approximately 40-60 days a year on an approximately monthly basis, primarily to partnering jails and prisons throughout the U.S. and internationally. The Program Manager also facilitates virtual training and meetings. A background or academic grounding in education, preferably adult learning, and/or training and/or moderating large and small groups, including using remote technologies, will be advantageous.

Amend Program Managers are primarily located in the SF Bay Area and are required to come into our office in San Francisco at least twice a month.

However, due to program growth into new states and regions, Amend is willing to consider candidates for this role with a history of success working remotely who are located in the Midwest or East Coast. Staff who are not located in the SF Bay Area must have a demonstrated record of effective, independent remote work, and may sometimes be required to adjust their schedules to be available for meetings and other virtual programs on PST.

Finally, the Program Manager will assist with the presentation of the Amend program at a range of international and national forums.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on several factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $97,900 - $149,000 (Annual Rate).

Department Description

Amend is part of the UCSF Division of Health Equity and Society (DHES) at San Francisco General Hospital, which is part of the UCSF Department of Medicine. Amend at UCSF was founded by Dr. Brie Williams, Professor of Medicine at UCSF, as a research and training program that designs and delivers training, education, and advocacy and conducts health services research to develop and advance a health-first vision of prison system transformation in the United States. Based on evidence developed during program implementation and evaluation, alongside independent research, Amend engages prison partners in the U.S. to achieve significant policy reform, retrain staff, and elevate the voices of incarcerated people and other directly impacted communities in pursuit of a transformed societal response to crime and approach to incarceration. In addition, Amend serves as a technical support provider and research consultant to criminal justice organizations – primarily U.S. jails and prisons – working to improve the quality, safety, and reach of health care services in their institutions. Through its growing roster of national and international partners, Amend is leading the way in defining alternative, health, and human rights-focused harm reduction strategies inside US prisons that are better for both incarcerated people and prison staff. In its role as a leading organization in this work, Amend is increasingly engaged in public communication and advocacy efforts and seeking new, creative approaches to change the public conversation on crime, criminal justice, and public health in the United States.
The Division of Health Equity and Society carries out innovative research to prevent and treat chronic disease in populations for whom social conditions often conspire to both promote various chronic diseases and make their management more challenging. The DHES is also home to the Benioff Homelessness and Housing Initiative (BHHI) which provides accurate, timely policy-oriented research about homelessness for local, state, and national policymakers and practitioners.

Required Qualifications

  • Bachelor's degree in criminal justice and/or public health/policy or related area and 5 or more years of directly relevant experience (i.e., time spent working or living in a correctional facility may count as relevant experience depending on the nature of activities and responsibilities) or an equivalent combination of education and experience.
  • Experience in managerial or project leadership.
  • Superior professionalism and ability to partner effectively with diverse stakeholders.    
  • Extensive skill and experience coordinating complex projects and/or partnerships.
  • Proven ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Demonstrated ability to manage multiple projects/programs at once (often with competing deadlines/demands).
  • Excellent Microsoft Office Suite skills; excellent video conferencing skills.
  • Ability to travel nationally & internationally to achieve program goals.

Preferred Qualifications

  • Master’s Degree in criminal justice and/or public health/policy or related area.
  • Experience in grant writing, managing budgets, and program staff.    
  • Background or academic grounding in education and/or training and/or moderating small and large groups, including using remote technologies.
  • Experience with project management programs and/or software.
